Yes, notification applet is installed and added to panel.

There was no bluetooth-applet running.

After "bluetooth-applet" the icon finally show up.

So the problem is very simple (and I'm shame that I haven't find out):
bluetooth-applet isn't starting on login, which cound be confusing.

In the bluetooth management should be some information, that bluetooth-
applet is not started, or checkbox to enable/disable start.
