This bug was fixed in the package hal - 0.5.11-4ubuntu4

  * 100_dell_killswitch.patch: don't disable the hardware switch
    for bluetooth radio on Dell laptops with the killswitch interface,
    only toggle software radio options. (LP: #288294)
