"accept all incoming requests" had nothing to do with file receiving.
The option to enable file receiving with help of obex-data-server has
been moved to gnome-user-share. Please install gnome-user-share and tell
us if it doesn't work.

An easier way is to simply browse files on your phone/pda. You can right
click on the bluetooth icon in panel and select 'Browse files on device
...' This does not need installation of any additional software.
