I think you're misunderstanding me. Let's just leave out the hardware
kill switch.

I don't want to leave bluetooth activated, as i don't need it most of the time. So I switch it off in bluetooth-properties via the software kill switch ("Dell power switch" in my case). The bluetooth status led on my laptop goes off.
Now I reboot my computer. The bluetooth led lights up, and the device is activated once more. I have to disable it again via bluetooth-properties to stop it from using battery power on my laptop.
IMHO it would be better if the on/off status on the software side was kept after a reboot, to allow permanently disabling the bluetooth device without using some a hardware kill switch (I don't think every laptop has one).
