Impact:  Bluetooth devices lose connectivity after some idle time.

Patch Description: Force user space to reconnect.

Email from Mario: "Tim, I just verified that this works with two BT mice
and a Dell 370 BT controller. I let them go idle and waited 31 minutes
before touching them again. They took a second to reassociate, and then
worked properly."
