Ok, but my real/underlying question is "how do you do it from the
command line without the hidd binary?"

There are dozens of other window managers and situations in which people
would want to connect their usb mouse|keyboard|phone|headset|etc from
the command line, and in fact there are many, many tutorials out there
that step people through doing it on the command line.
