I don't think this problem has to do with the kernel version. It's more of a
integration problem in the development of startup-script for bluez bluetooth
services. When the package bluez-utils is removed, the problem goes away.
Before bluez start, everything works fine. After bluez is started I have to
reconect my keyboard-dongle for the deskset to work.
