[Bug 160891] Disable bluetooth device from the bluetooth applet

Currently there is no way to disable/enable the bluetooth device from
the GNOME bluetooth applet. Many users keep the bluetooth device
switched off and enable it only where it is needed. To keep the device
switched off helps the laptops to consume less.
