[Ubuntu-be] filing a bug

Thank you very much!
I was once on that page but clicked it away and came on bugsquad where I
had to ask permissions and so on :$. I thought this page was only for
current releases and not for the testing releases. Now I have read it
thoroughly and know what to do!
