A wiki page is the best solution for me. We can also use the Blueprint
feature of launchpad. A blueprint can be used to track evolution of the
discussion and who is in charge. Jean, you can register a new blueprint at
https://blueprints.edge.launchpad.net/ubuntu-belgium/+addspec.
