According to the CMS-MS website:
 - Linux/Unix, Windows 2000/XP/Me/2003 ou Mac OS X
 - Apache 1.3 / 2 ou IIS 5+
 - PHP 4.1+
 - MySQL 3.23 ou 4.0+ ou PostgreSQL 7

According to phpinfo(), it works at my hosting using PHP 4.4.1RC2-dev
and MySQL 3.23.49 on Linux 2.6.13.

Off course a (S)FTP account is also needed as it would ease
maintenance and files upload.
