If you go to a french page, you will have the other option. The menu
provide only access to same language content. But there is a langage
selector on top right. At the moment, nested menu are used, but it's
not very pretty when used with tab-like top menu. Maybe a top bar with
first level items (Home, News, Support, Get Ubuntu, etc.) and side
column with subsections (like Press Releases and Annoucements) is a
better solution.

We would have to decide what is the better menu system.
