That's a very good idea. I'm not good at all in PHP but I hope someone
can help you.

You are maybe right. Do you think that spokesman and the person in
charge for press releases must be the same ?

I apply for ubuntu-be/fr contact/team ;-)

I also think that spokesmen must be Ubunteros

I agree that it's a bit too much. On the other  hand, I don't see a
problem if someone want to be the official "ubuntu-fr contact" or the
"ubuntu-nl" one...
