(english only, it might be easier; if you want it in french, just ask;
if you want it in dutch, ik mag probeeren; maar mijn neederlandse is
zeer slecht...)

I think a light requirements could be
- multi-lingual
- easy to fill (no HTML code, Wiki syntax as less as possible, wysiwhg
as much as possible ?)
- easy to get logged on (and to create a account, ie no need to be
moderated "a priori")
- look professionnal! So some pages might become "unbreakable" at some
point, unless for webmasters or allowed people.

Do we need a blog part ?
Do we need a planet part ?
Do we need a forum part ?
I think not, only redirect to Ubuntu-[de|fr|nl] forums

I know Plone could fill easily these requirements (CSS, easy to
configure, secure and with linguaplone, multi-lingual, and even forums,
blog, planets and wiki if needed, and many more). Plone is used by
Ubuntu, and there is a plone.be group we can ask for which product to
use [http://plone.org/countries/be] :-)
I don't think it would be a good idea to propose myself as a primary
webmaster, i have too many "cauldrons on the fire" to be really reliable
7 days a week.

Other ideas ?
