On what basis did you get that idea?
I see no difference in complexicity between Dapper and Edgy. Both
install smooth and without any problem. Edgy installs even better than
Dapper, due to it's improved hardware support.

I would just provide both and allow the potential user to choose. Most
of them will take the latest version.
