<br>We can't say a website/host/server down, just by getting "Request timed out." from a single host, and when<br>we are in a <b>leaf AS</b>. Also we can't gurantee that the other end will not be ping us when we can't<br>
ping them.<br><br>My intelligent guess that, due to fiber cut near Singapore, we had very low UL/DL BW. And when<br>you don't have enough BW, it shows some abnormal network phenomena that we can't explain<br>rightly!!!<br>
