[Ubuntu-BD] Step down notice from LoCo contact positon

Dear Fellows,

Hope you all are doing fine.

Due to increasing busyness and changed priorities in life, I am getting
very limited time to spare these days. So, I have decided to step down from
the position of LoCo team contact for the time being. From now on Shahriar
will represent the LoCo team solely. I wish him best of luck.
