You can't maintain your existing settings cent percent if you want to do an
upgrade. But you can make it closer to cent percent, depending on how much
you've modified your default setting! If you've not modified your system at
all, then you will make a very close to cent percent (though it is still not
accurate to exact cent percent). If you've modified your system heavily,
then probably a fresh installation would be an wise shot.

NOTE: fresh installation or upgrade - in both cases you've to download the
700MB data.
