[Ubuntu-BD] offtopic help!!!! helpp!!!!! china mobile pc suite issue

can any body explain me the funda[reason] why ubuntu dont require any
pc suite but window xp or say any os other than linux require the pc
suite to install the driver of the mobile.i think like in ubuntu there
is also a place where the driver are detected but supressed from users
please any body can throw any light on this ,i have also once again
posted but got no reply.

I have reaserched alot on this to connect internet in xp or say 7 r
vista without installing pc suite like in linux but till now I am not
successfull.it will be gr8 help if anybody know about this mater can
guide me.

i know that in ubuntu we dont require any sort of pc suite but some
thing like organising the contacts and other part cant be done in
ubuntu so can any body sugest me a pc suite for a china mobile
[sigmatel-fxd-s400].
