[Ubuntu-BD] Problem shutting down or rebooting ubuntu 9.10

Here is my sysctl.conf changes.

I know i can revert it back but the question is this which parameter caused
system not to go down.

From command line reboot works fine.

init 0/init 6/shutdown -h now nothing works. it stucks and /var/log/syslog
or message doesnt have anything at all.
