Steps are simple:
1. Make a project in the offline PC that needs the VLC
2. Then use the project in an online PC to download the VLC
3. Go to the offline PC and using the same project install VLC

note: If you don't have the time/scope to create the project in your
friend's offline PC (step 1), you can download the pre build projects,
