You have installed babl on /home/$USER/gimp-2.7
when gegl checks for babl in /usr or /usr/local. Not in /home/$USER/gimp-2.7
there should be an option (something like --with-babl) for gegl autogen.sh
where you'll be able to set the installation location of babl
May be --with-babl=/home/$USER/gimp-2.7 will do.
Check for options by ./configure --help
