I'm not sure why people tries avoid updating the system to newer version.
You don't have to pay for this ... you know that right? :p

Think about it:
Reinstall + Selecting all applications that you use + Download + install +
Configuring to fit your need >>> Updating

Here I think why you should always stay updated, unless your hardware is too
old to handle it.

Platform for future upgrades, it should be easier and faster to update from
8.10 -> 9.04 than 8.04.1->9.04 with lesser chances of breaking the system.

in the latest version Nautilus supports tab and some other minor
improvements
now network manager supports configuring mobile Internet. Even it lets
configuring Grameen Edge connection.

Newer Kernel version

Linux kernel now supports DKMS that automatically recompiles 3rd party
kernel modules. As I use Virtual machines its very useful for me. Its also a
life saver as I've a NVIDiA Graphics card. kernel updates won't break the X
now :)
its my personal preference is to alway update to the latest version. It
only take 2/3 days to complete the updates. I'm ready to accept that. I just
start the update in one of the tty's and go on with my works.

My 8.04.1 -> 8.10 update was 1GB+ download

users can start a quick "guest session" on the fly and let someone use
their computer to surf the web or check email, while maintaining the
security and integrity of their own data

Its very useful say if you are accessing your Friends PC, you don't want any
of your browsing history to be saved in his PC. So you log in using the
guest account. The moment you log out out of the account, all the
informations are deleted, nothing is saved.

what is the uses of "Make USB Startup disk" ? is this just a tool which
make bootable live ubuntu usb disk ?

DAMN useful, Live Ubuntu USB disk, plugin and boot. You have your whole OS.
now large USB media's are cheap so its going to be very very useful. As its
an USB disk so you can save session data. This was also implemented in FC9
