Agreed! But Google really couldn't fail me yet if I can enter the
correct phrase I'm looking for.

It has been discussed many times. To enable root user you just need to
set a password for root user. To do that run
sudo passwd
Now you've enabled root user.
To disable it run
sudo passwd -l root
That's it.
By the way, I found the disabling part through google again. Just
queried "ubuntu enable root user". The first result is this -
