[Impact]

 * Several enhancements have been added to newer versions, namely sqlite database support.
 * We use borgmatic on ubottu.com, the server that hosts the community Ubuntu IRC bots,
   and use the sqlite database feature.

[Scope]

 * Backport 1.7.9-0ubuntu1 from Lunar

 * To Jammy, 22.04 LTS.

[Other Info]

 * This was built in a PPA and so far there's been no issues with
Jammy's borgbackup.

[Testing]

 * Jammy:
   [x] Package builds without modification
   [x] borgmatic installs cleanly and runs

No reverse dependencies
