Sponsored with changes to the focal unapproved queue.

* The backport actually comes from kinetic, so I altered d/changelog
accordingly.

* Missing bug reference (I added it).

* debhelper-compat 13 -> 12 is unnecessary, since debhelper 13 is
present in focal-backports, so I dropped that change.
