[Bug 1434235] [NEW] Backport lmod: Lua based environment modules

Public bug reported:

having lmod available on the current LTS would dramatically increase the
attractiveness of the Ubuntu distribution for scientific HPC
installations (large clusters), where often various differnt versions of
libraries/compilers/etc have to be available in parallel.
