[Bug 1314550] [NEW] back port mailman 2.1.16

Public bug reported:

Mailman 2.1.16 is available on the latest Ubuntu but still many people
are running Precise.

Mailman 2.1.16 is the first mailman release to be compatible with DMARC
and therefore supporting yahoo and aol users. Backporting mailman 2.1.16
to Precise would help the community.

For info: mailman 2.1.18, about to be released, has many more feature to
handle the new AOL and Yahoo policies.
