[Bug 1167518] [NEW] backport liblapacke package (and friends)

Public bug reported:

We are developing a C++ application that does a large amount of signal
processing. It makes use of the lapacke C-wrappers for lapack. We would
like to run this on an LTS version of Ubuntu. Our servers currently use
12.04. We may not be able to upgrade to 13.04 for several months.
