[Bug 1085760] Re: Please backport znc 1.0-1 (universe) from raring

Bug 1085742  has a solution in Debian that was included in the sync of
znc 1.0-2, which is in proposed awaiting powerpc builds.

As a result, this backport request is being modified to account for znc
1.0-2 which I would like backported to Precise.  I will be doing tests
within the next few days for building and running.  Note the quantal
backport request is still in processing for this as well (Bug 1085731)

  ZNC 1.0 is substantially newer than ZNC 0.206.  I'd like to see the newer version in Precise.
