[Bug 860506] [NEW] Backport native package syncing to ubuntu-dev-tools

Public bug reported:

New ubuntu-dev-tools (>= 0.129) can natively sync packages in Launchpad.

There was some discussion today in #ubuntu-motu about backporting this
to natty.

Here is a quick and dirty, proposed, untested backport
