I don't think this particular backport meets the criteria described on
the above page.

That isn't enough of a reason to backport this package in my opinion.
Even if you can show some poll validating your claim, Ubuntu is not a
democracy.

Have you tested it?

In our household three users have tried firefox 4.  Two of the three use
Ubuntu and went back to firefox 3.6 due to stability issues. The Ubuntu
users were using the Mozilla Team PPA.   The third user runs Windows 7
and runs both versions of firefox with different profiles.  And when I
say stability issues I mean firefox 4 crashed a number of times, and
firefox 3.6 rarely crashes.  Firefox 4 also particularly annoyed me when
it would not restore all the windows and tabs from the last session, it
would usually only restore some of them.

On the backports community page it states:
4. Applications to be backported must have meaningful benefits to the user not attainable via other processes...

I pointed out where you can install it via other processes.  Furthermore
the Mozilla Team isn't just any third party, they maintain the firefox
packages in Ubuntu's main archives along with the Mozilla Security Team.
