[Bug 602117] [NEW] Please backport Rails 2.3.5+

Public bug reported:

The current version of Redmine in Maverick (0.9.4) required Rails 2.3.5
(also in Maverick, I assume). Also, even the version of Redmine in Lucid
has been patched to work with the version of Rails (2.2.3) that is in
Lucid. Reportedly there are some problems as a result, and the number of
Ubuntu-specific patches goes down dramatically by switching to Rails
2.3.x.
