In bug #436726 comment (Fabio Pedretti  wrote on 2009-09-29) I found
libtheora0 packages for Ubuntu 9.10 "Karmic" and 9.04 "Jaunty"

If someone want to test libtheora-1.1.0 a PPA is available here:

I've notices decoding improvements in version 1.1.0 - in MSI D130 nettop
with Intel Atom 330 CPU I get lots of freezes when I'm trying to watch
"Big Buck Bunny" movie in HD quality (see http://ftp.akl.lt/Video/Big-
Buck-Bunny-Peach/big_buck_bunny_1080p_stereo.ogg ), but when I updated
libtheora to 1.1.0 (from https://launchpad.net/~theora/+archive/ppa )
then freezes almost gone in Ubuntu 9.04 :)
