[Bug 618912] [NEW] Backport dhcpd3 3.1.3-2ubuntu3 from lucid to hardy

Public bug reported:

Over the weekend I did an upgrade of our secondary dhcpd server (hardy 8.04.4 to lucid 10.04.1).  Because of the changes in dhcpd3 3.1, the failover protocol is incompatible with dhcpd3 3.0 which is running on our hardy 8.04 primary server.  Got the following message in syslog:
Aug 16 06:52:24 xxxx dhcpd: WARNING: failover as of versions 3.1.0 and on are not reverse compatible with versions 3.0.x.

I would like to get a backport for hardy so I will be able to get our
primary communicating with our secondary before attempting to do an
upgrade to lucid.

I also found the bug request #404244, same request but different reason.
