[Bug 571986] [NEW] Please Backport apt-mirror 0.4.7-0ubuntu1 to to Hardy

Public bug reported:

This requires packaging only changes ( thus an upload ) to be compatable
with the older dpkg and debhelper. Attached is a successful pbuilder log
and debdiff.

This has been test upgraded in a hardy chroot and mirroring is still works as intended.
There are no rdepends for this package.
