As a workaround I installed the following two packages:
http://archive.ubuntu.com/ubuntu/pool/main/p/postgresql-common/postgresql-client-common_106_all.deb
http://archive.ubuntu.com/ubuntu/pool/main/p/postgresql-common/postgresql-common_106_all.deb

This kind of bug is really annoying. I was just setting up a new
database box and this prevented me from installing postgresql which was
kind of the point of the whole setup...
