Thirded; PostgreSQL 8.4 contains significant improvements for developer
and DBA friendliness.

There already is a PPA by Martin Pitt that can be used with jaunty and hardy: https://launchpad.net/~pitti/+archive/postgresql
Martin Pitt is the original maintainer of the PostgreSQL packages in Ubuntu.

(Note that this PPA also includes other packages with you might not
want; also PostgreSQL 8.4.1 has not yet been updated)
