[Bug 354046] [NEW] Please backport iotop 0.2-3 from Jaunty to Hardy/Intrepid

Public bug reported:

iotop is a useful debugging tool for testing disk utilization.

The packages builds/installs/runs with no changes on Hardy (a build is
in my PPA - https://launchpad.net/~broder/+archive/ppa).

All of the deps and build-deps are satisfied in Hardy, and it has no
rdeps.
