Thank you for taking the time to report this bug and help make Ubuntu
better. The latest development version of Ubuntu has the newer version
of rsync already. May I refer you to the stable release update procedure
[1], which explains the criteria for updating packages to newer versions
in the stable releases. Changing rsync from 2.6.9 to 3.0.4 would not
meet the stable release criteria, but could be considered for a backport
[2] from the latest development version of Ubuntu.
A backport of rsync from Intrepid to Hardy has already been requested,
so I'm marking this bug as a duplicate of the original backport request.
