-backports is for applications, not big system components like the
kernel. Read "How to request new packages" on
https://help.ubuntu.com/community/UbuntuBackports, especially the
following quote:

These are the rules we try to follow when backporting packages: 
...
3. Backports should only affect themselves, and not cause any consequences to the rest of the system. 
...

A kernel will definitely affect the rest of the system :)

I know that Hardys kernel have bugs, I have run into one of them myself.
The correct way is to get fixes for the specific bugs backported to
hardys 2.6.24 kernel and released as stable release updates.
