Public bug reported:

libgomp dynamic-load problem causes PerlMagic to crash with:

PerlMagick: unable to initialize module loader `No such file or
directory'.

in /var/log/apache2/error.log

This causes the apache process that called perlmagick to be permanently
stuck, and eventually results in Apache hitting MaxClients limit, and
being unable to serve any requests.

The fix would apear to be in Bug #235070

Fixing this bug is critical to the use of Ubuntu in a server
environment.
