Given that this is primarily a bugfix release, this update appears to be
more appropriate for a SRU vs. a backport. Please file a bug against
python-psycopg2, and subscribe the SRU team against it. If they reject
the update, then reopen this bug, and we'll handle the backporting.

As an addition note, this package has a fairly high level of rdepends,
which increases the rate of breakage. Unless there is an extremely
strong need for this to be backported (and it doesn't meet SRU
requirements), can you explain why a backport is worth the work of
confirming and risking possibling breakage in the rdepends?

I'm marking this won't fix. If the SRU rejects the update, feel free to
reopen this bug and we'll handle the backporting.
