[Bug 260497] [NEW] Please backport xchat 2.8.6-2ubuntu1

Hardy currently contains xchat 2.8.4. xchat 2.8.6 is a new upstream
release with a variety of bugfixes and new minor features - upstream
release notes: http://forum.xchat.org/viewtopic.php?p=15859

I have verified a build in pbuilder, and have been running the result
for approximately a week with no observed regressions.

Reverse depends, minus those built from the same source are:
  cwirc
  firefox-ubuntu-it-menu
  gnome-osd
  xchat-guile
  xchat-systray
  xchat-xsys
I don't use any of these though, so I've not tested them so far.
