[Bug 137833] Various emacs packages needed for emacs 22

This is possibly related to Bug #134717, but more general.  The
following packages do not install correctly when the backport of emacs
22 has been installed.  Instead they call for the installation of emacs
21 and then install themselves there (and hence don't work in emacs 22).
I think that the solution is to provide backports of these packages.

emacs-el, auctex, psgml, w3m-el, mailcrypt

The fact that auctex does not work in particularly crippling for me and
most of the folks that I know who use emacs, who all write lots of latex
files.  I can certainly work around this by installing my own private
version of auctex, but I would prefer not to.

FWIW, the following packages do install their emacs-related stuff
properly with the backport of emacs 22:

ess, bbdb, manued-el, a2ps, timidity-el
