[Bug 111630] backport KTorrent 2.1.4

Public bug reported:

My KTorrent 2.1.4 packaging has been uploaded to Gutsy. I've already
provided unofficial pbuilder'ed packages to upstream and their community
has not found any problems with them. Since KTorrent 2.1, there has been
numerous bugfixes, performance improvements, and a new web interface.

I have already cherrypicked and isolated the bugfixes and filed a SRU
for Feisty, so that is not related to this backport, which is for
performance and interface improvements.

I am approving for backporting because I've already tested it heavily on
Dapper, Edgy, and Feisty.
