[Bug 92606] Backport alpine from feisty to dapper-backports

Public bug reported:

Alpine is a Free Software MUA based on the world-famous PINE mail user
agent.

It would be great if Dapper users had easy access to it, especially due
to Dapper's long-term support nature.
