[Bug 123950] Backport sympa from Feisty

Public bug reported:

The package sympa in Dapper is rather old, 4.1.5-7 (I can't even find a
changelog on Sympa's homepage). In Feisty, it's at 5.2.3-1.2, boasting
quite a few new features.

sympa from Feisty builds with prevu on Dapper, and installs and works
great for me. It'd be great if Sympa was included in Dapper backports.
