[Bug 81530] Please backport fixed rstatd to dapper

Public bug reported:

The version of rstatd in feisty, 4.0.1, fixes a bug in 4.0 on dapper
that prevents it from functioning correctly on i386. In some cases the
bug causes resource allocation problems.
