[Bug 83150] Apache 2.2 for Dapper

Public bug reported:

Please backport Apache 2.2.3, which is available in Feisty (though 2.2.4
would be preferred due to more bugfixes).  There are a number of
critical security updates as well as features that are required for
stable ruby stacks, and these should be made available on the LTS
version most production servers will be using.  Thank you.
